The construction project of National Rail Transit Electrification and Automation Engineering Technology Research Center (NEEC) was approved in 2009. In 2012, with an outstanding performance of the first prize in public welfare, NEEC passed the acceptance by Ministry of Science and Technology which is currently the unique national engineering technology research and development platform in the field of the rail transit electrification and automation in our country.

Based on the core technology of rail transportation electrification and automation, NEEC lays the emphasis on 7 aspects to conduct engineering technology research and development, system integration and innovation, incubation and industrialization of scientific and technological achievements and products, and personnel training and social services of engineering technology: (1) Urban rail power supervisory control and data acquisition; (2) traction substation integrated automation technology; (3) Co-phase traction power supply technology for HSR; (4) electrical equipment fault diagnosis and detection technology; (5) Energy saving and new energy rail vehicle technology; (6) Train network and control inspection diagnosis technology; (7) Urban rail operation training simulation system.

NEEC possesses a domestic first-class innovation team with the backbone of the leader Qian Qingquan and over 20 experts and professors, completes some significant scientific-research platforms, like "research on high speed railway power supervisory control and data acquisition system and its testing platform", " Research of traction substation automation system and its testing platform ", "Research of urban rail train operation simulation system and its testing platform". NEEC has yields many innovative fruits with quantities of national and provincial key scientific programs and major engineering projects. They have researched on" power supervisory and data acquisition system", "Traction substation automation system”, "Co-phase traction power supply device ", "Fuel cell electrified locomotive", "Urban rail train operation training system" and other major industrial equipments, which greatly promoted the industry's technological progress. Since the "Twelfth Five-Year Plan", two projects hosted by the center were granted National Award for Progress in Science and Technology while more than ten projects were granted Provincial Award for Progress in Science and Technology.
